Being thin reduces the numerator. Being tall increases the denominator.
Height actually has a greater proportionate effect. A 10% drop in weight (same height) drops the BMI 10%. A 10% increase in height (same weight) drops the BMI 21%.
Unfortunately, almost half of the presidents were 6"0" or taller. Clearly, we can rule out Taft and Trump.
Franklin Pierce, although neither was from my lifetime.
Really? I never thought you were a day over 200 years old WordWolf. How about the fool who gave the longest inaugural presidential speech, over two hours, in the middle of a blizzard like snow storm and caught pneumonia because he wasn't wearing any winter clothing just his shirt and no hat and died less than 30 days later? William Henry Harrison? He would be even older than Pierce. 250 years old.

So BMI = 703W/H**2.

Neither FDR nor Franklin Pierce, although neither was from my lifetime.
The lowest BMI was 20.9, and I've posted everything you need to know to figure out who it was without looking it up.

James Madison had that BMI
(703 x 122)/(64 x 64) = 20.9
Interestingly, I have seen his weight and height given as 100 lbs and 5'0".
That would give a BMI of 19.5.
Either way, he was a little guy!
